No. The Newsfeed is a channel for event organizers to effectively communicate messages to attendees. If you want attendees to share their experiences through posts and engage, the Eventee's feature Social wall is what you are looking for.
Eventee sets the location timezone as default (the one you specified when creating an event). When scheduling Newsfeed posts, they will be always be sent. For instance, if the event location is set in the UK and you schedule a post for 10 AM, the post will sent to everyone at 10 AM, UK time.
Yes. Once your event is public, you can start sending messages to your attendees. As long as they have the app and the notification turned on, they will receive a notification. This applies to post-event messages as well.
